ETAINING WALL 18 TO 28 INCHES IN HEIGHT.
ALL RETAINING WALLS MUST BE ON OR INSIDE THE PROPERTY LINE AND MAY NOT INTERFERE WITH DRAINAGE OF OR ON ADJOINING PROPERTIES.
RETAINING WALLS 36 INCHES OR GREATER IN HEIGHT MUST PROVIDE ENGINEERED PLANS. THE COMBINED HEIGHT OF RETAINING WALL AND FENCE MAY NOT EXCEED 8 FEET FROM GRADE.

R404.5 Retaining walls. Retaining walls that are not laterally supported at the top and that retain in excess of 24 inches (610 mm) of unbalanced fill shall be designed to ensure stability against overturning, sliding, excessive foundation pressure and water uplift. Retaining walls shall be designed for a safety factor of 1.5 against lateral sliding and overturning.
2006 IBC Amendment 1806.1 General. Retaining walls shall be designed to ensure stability against overturning, sliding, excessive foundation pressure and water uplift. Retaining walls that are not laterally supported at the top and that retain in excess of 24 inches (610 mm) of unbalanced fill shall be designed to ensure stability against overturning, sliding, excessive foundation pressure and water uplift. Retaining walls that retain in excess of 36 inches (914 mm) of unbalanced fill shall have professionally engineered designed to ensure stability against overturning, sliding, excessive foundation pressure and water uplift. Retaining walls shall be designed for a safety factor of 1.5 against lateral sliding and overturning.
